Dense subject matter
Missions, strategic objectives, indicators and change management are hard to absorb from static slides and handouts.
The International Foundation for Electoral Systems (IFES) needed to take an in-depth electoral training programme online. We turned a dense Strategic Planning and Change Management curriculum into a self-paced, scenario-driven course that runs on any SCORM-compliant learning platform.
IFES supports election management bodies (EMBs) around the world. One of its flagship programmes, a deep dive into strategic planning and institutional change, had always been taught in person from printed and slide-based material. That limited how many people it could reach and how well the ideas stuck.
The brief was to digitise and modernise the programme as an interactive e-learning module titled Strategic Planning and Change Management: a course that learners can take at their own pace, that works inside the learning management systems IFES and its partners already use, and that keeps the practical, discussion-led character of the original workshops.
The engagement covered learning design, UI/UX, interactive course development and quality engineering, and ended with a SCORM package tested across multiple Moodle environments and browsers.
Strategic planning and institutional reform are abstract topics with high stakes. The existing material struggled in six ways.
Missions, strategic objectives, indicators and change management are hard to absorb from static slides and handouts.
Passive reading led to weak attention and poor long-term retention of the concepts.
In-person delivery could not scale to EMBs across many regions, languages and institutional contexts.
Learners needed realistic scenarios that show how the frameworks apply on the ground, not just definitions.
The course had to run inside Moodle and other LMS platforms as a standards-compliant SCORM package, with no custom hosting.
The same module had to make sense to a newly formed commission and to a mature institution with decades of practice.
We rebuilt the programme from the content up, then packaged it so IFES can deploy it anywhere.
Raw training content was restructured into a clear learner journey. Screens were designed in Figma and built as interactive modules in Articulate 360.
Learners work through simulated situations for a newly established institution, a mature governance system and a post-conflict environment, applying each framework in context.
Drag-and-drop exercises, concept reinforcement checks, contextual tooltips and dynamic strategy-mapping simulations keep learners active rather than scrolling.
Step-by-step breakdowns of mission and vision, strategic objectives and performance indicators, plus visual tools for identifying and engaging stakeholders.
The module was packaged to the SCORM standard and verified by our QA team across several Moodle instances and all major browsers before hand-over.
Each unit opens with a short framing of the concept, then moves straight into practice. A typical path through the module includes:
Progress, scores and completion are reported back to the LMS through SCORM, so programme managers can track cohorts without any extra tooling.
The module replaced one-off workshops with a repeatable, measurable learning experience.
Interactive, game-like activities hold attention and help concepts stick long after the session ends.
The SCORM package runs in localised LMS platforms, removing the geographic limits of in-person training.
EMB professionals leave with practical tools for strategic planning and reform, not just theory.
Scenario-based learning connects frameworks to the realities learners face in their own institutions.
The learning architecture and component library give IFES a template for future training programmes.
Completion and assessment data flow into the LMS, giving programme teams visibility they never had with workshops.
